The Pennsylvania Interest on Lawyer Trust Accounts Board (IOLTA) has issued a proposal which would require out-of-state lawyers appearing pro hac vice (in a particular case by special admission) to pay the same fees required of lawyers licensed in Pennsylvania. The fee would have to be paid in each case where the lawyer seeks pro hac vice admission. Payment of the fee would not be required in cases where the client is granted leave to proceed without payment of costs due to poverty (in forma pauperis).
Comments are being accepted on the proposed rule through December 15, 2006. The text of the proposed rule is published here.
